From the author: EDWARD MILLER is research professor of economics and finance at the University of New Orleans. Professor Miller is a research professor of Economics and Finance at the University of New Orleans. His Ph.D is in economics from MIT, where his thesis was on the benefits and costs of water resource projects. Practical experience includes stints in the US Department of Transportation, The Department of Treasury, The White House, and The Office of Management and Budget. His research interests are in investment and capital budgeting.
